Web development for Canadian businesses, with the paperwork already done

I build e-commerce stores, custom applications and business sites for Canadian companies — with CAD invoicing, a PIPEDA-aligned data processing agreement, and a working overlap that lands inside your morning rather than after it.

What is different for a Canadian client

A market page is only worth existing if it carries something the general pages cannot. For Canada that is currency, tax treatment, the lawful basis for moving personal data, the accessibility floor, and the hours we actually overlap. All five are below.

Why hire outside your own market

Canadian development rates sit close to US levels, which prices a proper custom build out of reach for a lot of small businesses that then settle for a template they cannot extend.

The gap between a Canadian rate and mine is cost of living, not capability. What matters is whether the supplier can answer the accountability questions PIPEDA puts on you — and those answers are published here rather than promised on a call.

The facts, in a table

PricingQuoted and invoiced in CAD on request; USD by default
Sales taxAs a non-resident supplier with no permanent establishment in Canada I do not charge GST/HST. Self-assessment rules may apply to you — confirm with your accountant
HoursMy day covers 00:00–09:00 Eastern. I hold calls to 21:00 PKT, which is noon Eastern, so a same-day conversation is always available
Data protectionPIPEDA governs the transfer rather than the GDPR: my DPA commits to comparable protection and to naming every sub-processor in advance, which is what PIPEDA accountability requires of you
PaymentBank transfer or Wise; CAD accepted directly without a conversion markup on your side
Prooftradergrowz.ca — a live Canadian brand site, plus fifteen builds across three countries

What Canadian buyers actually ask first

Two questions come up before scope ever does: what happens to customer data, and who is accountable if something goes wrong. PIPEDA does not restrict cross-border transfers the way the UK GDPR does — but it does hold you, the Canadian organisation, accountable for the data no matter where it is processed. That makes the supplier’s written commitments your compliance evidence.

So the answer is documentary, not verbal. There is a published Data Processing Agreement, a published sub-processor list, and a published security page describing exactly what is stored and where. All three exist before you enquire, which is not the normal experience of hiring an overseas developer.

The time zone is a feature if you use it properly

Islamabad is nine to twelve hours ahead of Canada depending on your province and the season. Handled badly that is a day of latency per exchange. Handled properly it means work you brief at the end of your day is done when you open your laptop.

In practice: a written brief before you finish, a build increment waiting for you in the morning, and a call window between 07:00 and noon Eastern for anything that needs voices rather than text. I do not pretend to be in your time zone, and I do not disappear into one either.

Tax and invoicing

Not tax advice — I am a developer. This is my position, which your accountant can act on.

GST/HSTAs a non-resident supplier with no permanent establishment in Canada, I do not charge GST or HST
Self-assessmentDepending on your registration status you may need to self-assess on imported services. Your accountant will know in one line
Invoice formatNumbered and itemised, in CAD on request, suitable for CRA records
Provincial variationPST and QST treatment differs by province. I do not charge either, but your reporting obligation may differ from a neighbour’s
What to send meLegal business name and address, and your GST/HST number if you have one

Data protection and the lawful basis

This is the section most offshore quotes cannot fill in, and it is the point at which procurement usually stops replying. Everything referenced here is published rather than promised — your legal team can read it before you book a call.

Applicable lawPIPEDA federally, with provincial equivalents in Quebec, Alberta and British Columbia
The difference from the GDPRPIPEDA does not restrict cross-border transfers. It holds YOUR organisation accountable for the data wherever it is processed
What that means practicallyYou need contractual assurance of comparable protection from the supplier — which makes the supplier’s written commitments your compliance evidence
The mechanismA Data Processing Agreement committing to comparable protection, breach notification, and named sub-processors, published in advance
Transparency obligationYou may need to tell your own customers that data is processed outside Canada. The sub-processor list exists so you can
Quebec specificallyLaw 25 adds stricter requirements including privacy impact assessments for transfers outside Quebec. Flag it early if you are a Quebec entity

Contracting and ownership

  • Written scope before payment, so "finished" is defined rather than debated
  • You own domain, hosting, code and payment accounts throughout
  • IP assigns to you on final payment, stated in the quote
  • NDA signed on request
  • Realistically, cross-border enforcement is impractical at this project size in either direction — staged payment against visible progress is the protection that actually functions

Payment and banking

Bank transferStandard. CAD accepted directly, so no conversion markup on your side
WiseUsually the cheaper route, with a rate both sides can see
Not StripeStripe does not support Pakistan as a merchant country. I build against your Stripe account; I cannot collect fees through it
Staged40% on scope acceptance, 60% on completion before handover
Currency of recordQuotes default to USD and convert to CAD on request at the rate on the day the quote is issued, not the day you pay

Working hours and how the overlap is used

  • My day is 09:00–18:00 PKT, which is 00:00–09:00 Eastern
  • Handled badly that is a day of latency per exchange. Handled deliberately it means work briefed at the end of your day is done when you open your laptop
  • Calls held to 21:00 PKT, which is noon Eastern — so a same-day conversation is always available
  • Pacific clients: my day ends at 09:00 PT, and I will hold later slots by arrangement
  • The working pattern that suits this gap: written brief at your end of day, increment waiting in your morning, call before noon Eastern if voices are needed
  • A .ca domain signals Canadian focus but hard-codes it; a generic domain keeps US expansion open, which most Canadian small businesses eventually want
  • Bilingual requirements: if you serve Quebec consumers, French content may be a legal obligation, not a marketing choice
  • Canadian English spelling sits between British and American — "colour" and "centre", but "organization". Inconsistency reads as carelessness
  • Google Business Profile drives local visibility; province-level targeting is largely a content matter rather than a technical one
  • Prices in CAD with the tax position stated, because a Canadian buyer will assume tax is extra unless told

Accessibility obligations

  • The AODA applies in Ontario, and private organisations of 50+ employees have had WCAG 2.0 AA obligations with reporting requirements
  • The Accessible Canada Act covers federally regulated entities
  • Other provinces have their own legislation at various stages, with the direction of travel consistently toward stricter
  • Every build here targets WCAG 2.2 AA as standard, which clears the current bar in every province and is far cheaper than retrofitting when the bar moves

This site is built to the standard it sells, and the accessibility statement lists what is conformant and what is not — which is the part most statements leave out.

Typical projects in this market

  • Brand and marketing sites that have to establish credibility with a sceptical audience
  • Service businesses needing enquiry flows that work across a wide geography
  • Small retailers taking payments online for the first time
  • Custom applications replacing a spreadsheet that has become load-bearing
  • Technical SEO on sites that publish steadily and get nothing back for it

What the alternatives cost

Including the ones that are not me, because a comparison that only flatters the author is not a comparison.

RouteWhat it costs and what it buys
Canadian agencySeveral thousand upwards. Buys process, a team and same-timezone availability
Canadian freelancerMid hundreds to low thousands. Same timezone and legal system
US supplierSimilar rates, plus cross-border considerations of their own
Direct offshore hireStarting from $80, with the accountability paperwork published up front because PIPEDA puts that burden on you

What to prepare before you enquire

  1. Legal business name and address, plus GST/HST number if registered
  2. Whether you serve Quebec consumers, because it changes the language question
  3. Domain and hosting access in your name
  4. Content and photography, or a decision to reuse what exists
  5. A decision-maker who can respond within your working day

Coverage across Canada

54 cities and towns in Canada have a coverage page setting out what a build costs there, in CAD, under PIPEDA federally, with Quebec Law 25 layered on top if you have Quebec customers. None of them claims a local office, and each says so in its own words.

Canadian questions

Have you worked with Canadian clients before?
Yes — tradergrowz.ca is a live Canadian brand site I designed and built. It is one client rather than nine, and I would rather say that plainly than imply a Canadian portfolio I do not have. The stack, the process and the compliance paperwork are identical to the UK work, which is nine sites deep.
Can you invoice in Canadian dollars?
Yes. Default quotes are in USD; ask and you get the same figure quoted and invoiced in CAD, with a numbered invoice suitable for your bookkeeping.
Do you charge GST or HST?
No. I am a non-resident supplier with no permanent establishment in Canada, so no GST/HST is charged on my invoices. Depending on your registration status you may need to self-assess — your accountant will know in one line.
How does PIPEDA affect hiring a developer in Pakistan?
PIPEDA lets you transfer personal information across borders, but your organisation stays accountable for it. What you need from the supplier is contractual assurance of comparable protection, transparency about sub-processors, and a breach notification commitment. All three are in the pre-signed DPA on this site.
What are your hours in Eastern time?
My core day is midnight to 09:00 Eastern, and I hold calls until noon Eastern. Briefs sent at the end of your day are picked up at the start of mine, which is the arrangement that makes the gap useful instead of costly.
